Job Responsibilities:
- Prepare cost estimates for bids and negotiated proposals
- Manage and take the lead on all aspects of an estimate
- Work with client and construction team during preconstruction phase efforts

Qualifications:
- Ability to develop accurate conceptual cost models, understand construction methods, productivity, equipment, systems and materials
- Ability to work on all types of projects such as Ground-up and Renovation from Preconstruction through Completion

The Senior Project Manager is responsible for planning, directing, and coordinating a wide variety of construction projects. Oversees the planning, scheduling, and implementation of the construction process making sure that the project gets done on time and within budget.
Job Responsibilities:
Customer Relations
- Meet with clients to define project deliverables, cost estimates, and major milestones
- Responsible for developing client relationships
- Ensures contract specifications between all parties
Project and Resource Management
- Support Estimator on bid walks as required determining equipment and labor requirements.
- Review all preconstruction requirements with Superintendent(s).
- Responsible for performing project buyout, in accordance with company standards and in a timely manner taking into account such factors as project schedule, submittal review process and long lead time materials and equipment
- Create project schedules identifying workflow, timeframes, major milestones, client provided items and vendors. Maintain project schedules as work progresses, making adjustments as required, identifying areas of opportunity to gain on time, and communicating schedule requirements and expectations to all members of the project team and client
- Manage submittal process taking into account project schedule, review process and material lead times
- Initiate RFI's to address issues with interpretation of plans and specifications, missing information, incorrect details, incomplete information and other issues that require the direction of the Architect and Engineers
- Ensure that all required project documentation is completed in a timely manner, and maintained in the appropriate master project files inclusive of daily reports, accident reports, concrete logs, submittals, bulletins, drawing logs, sketches and as-built drawings
- Manage the company safety program as outlined in the company safety manual, and provide safety and accident reporting as required
- Responsible for supervising and developing personnel, including training and discipline.
- Delegates responsibilities to subordinates and is responsible for their performance
- Responsible for approving all timesheets, monitoring and approving overtime requests, and submitting timesheets to payroll.
- Enforce all Health and Safety Plan regulations.
- Responsible for obtaining all necessary permits and licenses and, depending upon the contractual arrangements, directing or monitoring compliance with building and safety codes and other regulations
Finance
- Track and control construction costs to avoid cost overruns
- Update cost projections through project completion at monthly intervals, identifying cost exposures promptly
- Monitor costs relative to budget and identify overages; communicate overages to Senior Mgmt
- Initiate, track and receive timely approval of Change Orders
- Responsible for approving invoices
- Responsible for the timely completion and submission of project invoices and requisitions to the client, and providing necessary follow up with client to ensure timely payments are received. Communicate with senior management in a timely manner if delays in payment are encountered
Qualifications
- Must understand contracts, plans, and specifications, and to be knowledgeable about construction methods, materials, and regulations. Familiarity with computers and software programs for job costing, online collaboration, scheduling and estimating.
- Must be decisive and work well under pressure, particularly when faced with unexpected occurrences or delays.
- The ability to coordinate several major activities at once, while analyzing and resolving specific problems, is essential, as is an understanding of engineering, architectural, and other construction drawings.
- Must have good oral and written communication skills.
- Must be able to establish a good working relationship with many different people, including clients, other managers, designers, superintendents, and crew.
- May travel extensively when the construction site is not close to their main office or when they are responsible for activities at two or more sites.

Essential Duties & Responsibilities:
- Participate in the creation of project schedules with the Project Manager
- Have weekly schedule coordination meetings with all subcontractor foremen to outline requirements of work completion, and other issues as may be required including but not limited to manpower requirements, interference coordination, inspections, and sequence of work. Distribute three-week look ahead schedules and communicate schedule requirements with all subcontractors.
- Implement, monitor and drive the project schedule. Promptly notify management team of schedule and performance issues, be proactive in anticipating potential problems that may impact the project performance.
- Provide daily job reporting on Company forms to include manpower counts, weather conditions, activities performed, and material deliveries.
- Manage the Company Safety program as outlined in the Company Safety manual, and provide safety and accident reporting as required.
- Ensure total subcontractor compliance with all jobsite safety requirements. Maintain a clean jobsite and communicate with appropriate members of the project team if there are repeat offenders.
- Initiate RFI's to address issues with interpretation of plans and specifications, missing information, incorrect details, incomplete information and other issues that require the direction of the Architect and Engineers.
- Notifies subcontractors and material suppliers far enough in advance to assure materials are delivered in a timely manner and subcontractors arrive on schedule.
- Solves problems and makes quick, accurate decisions and takes responsibility for decisions.
- Responsible for all coordination and scheduling of all inspections with local and state officials having jurisdiction over the project.
- Responsible for quality control in monitoring the work and its adherence to the construction documents, and project requirements.
- Motivates subordinates, subcontractors and others to top performance.
- Orders, inspects and verifies quality and quantity of all materials and supplies.
- Delegate's responsibilities to subordinate and is responsible for their performance.
- Maintains a high degree of integrity and loyalty toward the Company and client. Maintain a neat and professional appearance, presenting a professional image consistently.
- Maintains a good cooperative relationship with the architect, engineers, subcontractors, materials suppliers, town officials and the client.
- Coordinates work of client subcontractors and vendors to ensure necessary requirements are met and that work outside of our scope may proceed unencumbered towards a successful project completion.
- Maintain on site project files for work scopes, submittals, RFI's, bulletins, drawing logs, sketches and as-built drawings.
- Aggressively pursue the completion of project punch list once issued. This is the last phase of the project and the one the client tends to remember the most.
- Work with the Project Manager and appropriate subcontractors to coordinate, schedule and otherwise manage the various utility companies for any utility relocations, and/or new service required for the project such that these critical services are available when required.
Knowledge/Skills:
- 5+ years of construction management experience
- 10-hour OSHA training required; 30-hour preferred
- Construction Supervisor's License
- Must understand plans and specifications and be knowledgeable about construction methods, materials, and regulations
- Senior Superintendents should be flexible and work effectively in a fast-paced environment

Summary
The Program Manager will provide leadership and oversight to the multidisciplinary outreach team of direct service staff, and ensure that appropriate, high quality, and integrated care and services are provided to clients. This program is part of a large-scale street-based engagement effort in the Metro Los Angeles Area. The goal is to create a countywide network of multidisciplinary, integrated street-based teams to identify, engage, and connect, or re-connect homeless individuals to interim and/or permanent housing, supportive services, and life-saving care. The Program Manager is responsible for leading these teams, coordinating services with partner agencies as needed, providing staff training and clinical support, and fostering collaboration within the team between other departments and programs. The Program Manager is also responsible administrative aspects of team leadership, including data oversight, training, and supervision of case managers and clinicians.
Essential Duties & Responsibilities
- Provide leadership to the multidisciplinary teams, ensuring continuity of care and services between agency resources and partnering agencies.
- Provide individual and team supervision (clinical and administrative) through weekly structured supervisions and ongoing, to support growth and accountability of direct service staff.
- Be available to respond to medical and psychiatric emergencies directly in the field, and to provide clinical guidance to staff.
- Ensure that client services emphasize the highest standards of trauma informed care, client safety, and harm reduction interventions.
- Assist in the screening, assessment, and care coordination of clients for medical, psychiatric, and other services.
- Ensure all paperwork and data collection is complete, timely, accurate, and current in agency records and electronic databases through on-going audits of electronic data bases and chart reviews.
- Ensure adherence to funding source contracts and performance standards.
- Provide field-based training to staff on policies and procedures, clinical, and administrative topics to prepare them to deliver a high standard of clinical care to individuals living with severe mental illness, severe medical disorders, and high-risk substance use disorders.
Qualifications
- Masters’ degree in mental health field (Social Work, MFT, or Psychology); Licensed or Registered and in good standing with the California Board of Behavioral Sciences. Hours are available for unlicensed candidates.
- Experience working with highly vulnerable individuals who are experiencing homelessness, severe mental illness, substance addiction and medical barriers.
- Experience providing direct supervision and management of staff.
- Detail oriented with excellent time management, organizational, written, verbal, interpersonal, and computer skills.
- Passion for working in a high tolerance harm reduction model with individuals who have multiple barriers.
- Able to learn quickly and work effectively with a wide range of constituencies
- Strong interpersonal and team building skills
- Self-starter with the ability to stay ahead of the curve and thrive in fast-paced work environment
- Current, valid Driver’s License with an acceptable driving record

Summary
The Senior Director of Mental Health Services will provide administrative and clinical leadership to staff managing teams providing street-based outreach services. This includes direct supervision of Director-level staff to ensure high quality services focused on harm reduction, trauma informed care, and proactive engagement are delivered. This also includes ensuring services are outcome and intervention focused, and performance driven. The Senior Director will also maintain relationships with partner agencies and funders to ensure continued funding and contract compliance.
Essential Duties and Responsibilities
- Provide supervision to outreach teams ensuing appropriate oversight of the multidisciplinary outreach teams scope of work
- Interface with partners, including community health providers, the business community, and social service/housing providers to reduce the number of homeless people living on the streets
- Navigate relationships with all funders including governmental, County and City elected officials by being responsive in order to inform this work and deliver services that are focused on best practices.
- Work in collaboration with all Directors to remove barriers to permanent housing; e.g., acquisition of identification, legal aid, benefits assistance, life skills acquisition
- Provide administrative oversight to monthly contract billing and tracking of outcomes ensuing that Outcomes and Performance Reports have accurate data and are completed on time.
- Provide clinical and administrative supervision to Directors and Assistant Directors, and when necessary to Program Managers.
- Complete performance evaluations on direct reports and provide oversight ensuring that performance evaluations are be completed for all staff under your administration
- Provide clinical supervision to staff working towards clinical licensure.
- Lead and facilitate meetings, case conferences, and trainings of outreach staff.
- Lead assessments to identify process gaps and create program improvements to ensure continued innovations and enhancements in client care and staff support / retention.
- Guide client crisis interventions and triage assessments with staff by responding to medical and mental health crises, including writing LPS 5150 applications when warranted.
- Review, alongside Directors, reports generated from HMIS and CHAMP, review errors, and discuss action plan to ensure corrections are made in timely manner.
- Participate in the agency’s quality assurance program and ensure the implementation of quality improvement activities across outreach programs to ensure ongoing quality outcomes.
- Participate in funding applications and program development as requested, gathering necessary documentation for RFP process when funding opportunities are identified.
- Partner with other Senior Directors in the larger department to implement strategic and system enhancements.
- Facilitate collaborative meetings with outreach leadership and work towards integrated services.
- Work with Directors to ensure they are providing oversite and are managing file review for required grant documentation and eligibility
- Conduct ongoing record keeping and client file management for quality assurance and audit preparation
- Assist with program/fiscal audits
- Attend all meetings requested by funders
- Special projects and other duties as assigned
Qualifications
- Masters’ degree in mental health field (Social Work, MFT, or Psychology); licensed and in good standing with the California Board of Behavioral Sciences preferred.
- Extensive experience working with homeless individuals with severe and persistent mental illness and co-occurring disorders.
- Experience implementing programs that incorporate Trauma Informed Care, Harm Reduction, and Housing First philosophies.
- At least 5 years of management/supervisory experience preferred.
- Experience managing and providing oversight to multiple teams.
- Highly detail oriented with excellent time management, organizational, written, verbal, and cross-cultural communication skills.
